Start a multifamily siding replacement with a documented wall assessment and a shared scope, then choose materials and request comparable bids. In St. Louis, the property address, building type, ownership documents and existing wall construction can change the approval path. A successful plan explains what will be opened, repaired, replaced and inspected before anyone orders siding.

What should you decide before requesting bids?
Decide what problem the project must solve, who can authorize it, and what information contractors need to price the same work. A color selection is an early design choice; a replacement scope is a record of the actual walls, transitions, access constraints and concealed-condition questions. Put those facts in one package and distribute the same version to every bidder.
For an apartment owner, start with operating records: leak complaints, work orders, previous repairs, building drawings and planned capital spending. For a condominium association, add the declaration, maintenance responsibilities, reserve information and approval requirements. For a property manager, name the person who may make daily decisions and the person who may approve additional spending. They are not necessarily the same person.
Make a simple property sheet containing:
- The street address and parcel information for every building in scope.
- Building identifiers, number of units, approximate stories and areas with difficult access.
- The apparent siding types and the dates of known additions or repairs.
- A marked photograph for each reported problem, with the date and location.
- Occupied entrances, parking constraints, balconies, utility equipment and service access.
- The owner or association’s objective: targeted repairs, staged replacement or a complete exterior program.
Record uncertainty explicitly. “Existing sheathing not exposed” helps a bidder plan investigation; “sheathing is sound” without evidence creates a misleading starting point. The scope builder helps organize these inputs, and the RFP guide explains how to turn them into a contractor package.
Does the siding need repair or replacement?
Repair may be appropriate when damage is limited, its cause is understood, and a compatible repair can reconnect to the surrounding wall. Replacement deserves closer evaluation when defects recur across elevations, the cladding cannot be repaired reliably, or repeated patching leaves the water-control details unresolved. Appearance alone cannot establish the condition of the wall behind the siding.
Separate three questions during the assessment. First, what is visible: open joints, loose pieces, staining, swelling or cracks? Second, what is happening inside the assembly: water entry, deteriorated sheathing, damaged framing or another mechanism? Third, what boundary makes a durable repair possible: one board, one window bay, one elevation or the whole building?

Avoid percentage shortcuts such as “replace when 30 percent is damaged.” They hide the importance of location and cause. Ten damaged boards below one failed detail may call for a different response from ten damaged boards scattered across unrelated elevations. Use the repair-or-replace framework to record the evidence behind the decision.
How should the wall be investigated?
Begin with records and a visual survey, then use qualified investigation where the findings warrant it. The goal is to reduce consequential uncertainty before bids, not to claim that every concealed condition can be discovered. Agree on opening locations, testing methods, restoration and documentation before the investigation begins, particularly around occupied units and suspected hazardous materials.
An inspection report should distinguish an observation from an interpretation. “Brown staining below the west window” is an observation. “The window flashing may be allowing water entry” is a hypothesis until supported by investigation. A contractor’s proposal should not silently convert a hypothesis into a confirmed explanation.
Ask the investigator to label buildings and elevations consistently, explain which areas were inaccessible, and state how representative the observations are. One clean opening is evidence about that opening. It is not proof that every balcony return, chimney chase and lower wall is dry. If the investigation identifies structural deterioration or a complex wall assembly, involve the appropriate design professional before a siding crew is expected to improvise a repair.
Keep the report available during bidding. Otherwise, a careful bidder may price a problem that another bidder never knew existed. A short, shared clarification log is more useful than a series of private conversations with different assumptions.
Why does water management control the scope?
The replacement must address how water is shed and drained at openings, transitions and the bottom of the wall. Siding is one component of that assembly. A new exterior can look finished while concealed water-control connections remain incomplete. Identify these connections in the scope and establish checkpoints while they can still be seen.
The U.S. Department of Energy’s Building America guidance describes drainage as a connected system: the water-resistive layer, flashing and outlets work together. It identifies openings, penetrations, roof intersections and material transitions as important leak locations. Building America: flashing at exterior wall bases.
For a mixed brick-and-siding building, mark the junction between materials on the elevation drawing. For a townhome row with lower roofs against upper walls, mark each roof termination. For an apartment with repeated balcony doors, ask how the detail changes at those doors and who owns any adjoining waterproofing work. These are different scopes even if their siding area is identical.
The project team should resolve details for windows retained in place, new windows, vents, exterior lights, downspouts, deck attachments and service equipment. Some connections may require work by another trade. Name the responsible party, sequence and inspection point. Which material fits the building and budget?
Choose a specific product and complete assembly that fit the building’s design, maintenance plan and applicable requirements. Broad labels such as fiber cement, engineered wood, vinyl or metal are useful starting points, but they do not specify fastening, drainage, fire performance, finish or repair compatibility. Compare complete proposals for the same wall rather than product brochures alone.

St. Louis’s four-season weather includes humid summer conditions and severe thunderstorms. That makes weather exposure a planning input, not a basis for declaring any material storm-proof. Ask for the exact installation documents with the bid. James Hardie, for example, maintains architectural resources with separate wall-fastening and fire-rating tools; the existence of those tools illustrates why a material name alone is incomplete. How do you build a useful project budget?
Build the budget from measured scope and explicit allowances. Separate the base work, possible concealed repairs, design and testing costs, access costs, owner-held contingency and financing costs. A per-unit figure is useful for communicating the resulting budget, but the number of apartments does not measure the amount or complexity of siding work.
Consider a hypothetical community that is evaluating a $300,000 construction scope, $18,000 in investigation and professional costs, and a $30,000 owner-held contingency. Its planning total is $348,000. If $120,000 is available and authorized for the work, the remaining funding gap is $228,000. Across 24 equal shares, the arithmetic is $9,500 per share. These numbers are invented solely to show the calculation; they are not St. Louis prices or a recommendation for allocating assessments.
The final allocation may follow ownership percentages or another governing formula rather than equal shares. The contingency is not the contractor’s automatic entitlement. The construction contract should explain how documented additional work is approved and how unused allowances are reconciled.
Use a separate line for each unknown. “Potential sheathing repairs: quantity unconfirmed; unit price requested” is more informative than “miscellaneous extras.” Request the unit, measurement method, labor and material inclusions, minimum charge and approval process. Which St. Louis approvals should you check?
Start with the actual parcel and proposed work. St. Louis City, St. Louis County, individual municipalities and St. Charles County are not interchangeable approval authorities. Ask the relevant office to confirm the path for the building’s use, size and scope, including structural repairs or a material change. Keep the response in the project file.
The City’s examples of usually permit-exempt work specify aluminum, steel or vinyl siding with unchanged openings; its ordinary-repair item refers to buildings up to four units. Do not extend those examples to every apartment or material. City residential permit criteria.
Historic review is a separate check. The Cultural Resources Office states that exterior work in City Historic Districts requires a permit, with an exception for painting wood trim. Confirm the district and its standards before committing to a new appearance. City Cultural Resources review FAQ.
Include responsibility for applications, drawings, fees, inspections and permit closeout in the contract. If a dumpster, scaffold or delivery operation affects a public route, ask which additional permissions apply. What must an association approve?
An association should confirm ownership and maintenance responsibility, spending authority, assessment procedures and any required owner approval before entering the contract. A building permit does not decide those questions. The legal structure and declaration matter, and a townhome’s appearance does not tell you whether it is legally a condominium or another form of community.
Missouri’s condominium statute expressly addresses budgets, reserves, assessments and contracts, subject to the declaration. Its applicability section distinguishes condominiums created after September 28, 1983 from earlier condominiums and identifies provisions that reach older communities. Have association counsel identify the provisions and governing documents that apply to this property. RSMo 448.3-102, RSMo 448.1-102.
Prepare a board decision packet with the assessment findings, proposed scope, comparison of bids, funding alternatives, project risks and a resolution recording the decision. Explain what is known and what remains an allowance. Residents can understand uncertainty when it has a defined approval process; they struggle with a headline price that changes without explanation.
For covered condominium resales, Missouri law requires disclosure of specified financial information, including anticipated capital spending for the current and next two fiscal years and reserves. How do you make bids comparable?
Give every bidder the same property information, scope, alternates and response form. Then compare what is included, excluded, provisional and unpriced before comparing totals. An inexpensive bid with unresolved access, sheathing or flashing costs is not directly comparable with a bid that includes those items. Obtain written clarifications before selecting a contractor.
Request quantities and responsibilities for removal, disposal, substrate repairs, water-control layers, flashing, siding, trim, coatings, utility coordination, resident protection and closeout. Ask each bidder to identify any assumption that differs from your package. If a proposed material substitution changes thickness, trim or window details, request a complete description of those consequences.
Separate a firm-price alternate from an allowance. An alternate is a defined choice, such as adding a particular detached building to the contract. An allowance reserves money for work that has not been fully determined. A unit price explains how an additional quantity will be valued. Those three tools solve different problems and should not share one unexplained “extras” line.
The bid comparison tool helps organize proposal totals and assumptions. It cannot fill in an unknown inclusion or decide whether a technical detail is adequate. Close the gaps with the bidder and, when needed, the project’s adviser before using the result for an award decision.
Can residents remain during the work?
Occupancy is a project-specific decision, but occupied-building planning should begin before bidding. Ask for a phase map showing work areas, resident routes, parking, deliveries and temporary restrictions. Identify circumstances that could require a temporary change of access or occupancy and who will decide. A schedule consisting only of a start date and finish date is insufficient.
Use building and elevation identifiers rather than “the back side.” For each phase, describe the preparation notice, parking change, balcony restrictions, expected noisy work, end-of-day protection and reopening conditions. Provide residents with one management contact and a separate urgent contact for problems during the work. Establish who updates the notice when weather or concealed damage changes the sequence.
A reasonable planning conversation also covers package delivery, waste pickup, pets, accessible routes, children near work areas and residents who need additional assistance. The contractor and property team must agree on the arrangements; a general website cannot establish a safe access plan for an unseen building. What changes for older building materials?
Identify suspect materials before work disturbs them. Lead-paint planning and asbestos planning use different rules and should have separate records. Age, appearance and an informal contractor opinion do not replace an applicable survey, testing or regulatory review. Put the investigation ahead of the demolition schedule so discoveries do not force decisions while a wall is already open.
EPA’s property-manager guidance addresses lead-safe certification for firms performing covered work in pre-1978 residential buildings and advises managers hiring such work to use certified firms. EPA RRP guidance for property managers.
Missouri’s asbestos guidance requires inspection of affected areas before regulated renovation and warns that a project involving multiple residential structures does not share the single small-residential-building exemption. Do not apply the lead program’s 1978 date as an asbestos cutoff. Missouri DNR PUB2157.
Ask for a scope-specific written determination, an inspection report when required, and the resulting work and disposal plan. The lead and asbestos guide separates the questions without suggesting that residents sample or remove materials themselves.
What should happen before final payment?
Agree on closeout requirements when writing the contract. A completed-looking exterior is only one part of completion. The owner needs a resolved punch list, relevant inspection records, final quantities and change orders, warranty documents, maintenance instructions and a usable archive of concealed work. Payment conditions should follow the executed contract and applicable professional advice.
Require photographs with location labels at agreed checkpoints, rather than an unorganized folder of attractive finished walls. A photograph of completed siding cannot establish what the flashing looked like before it was covered. Record the accepted product, color, finish, accessory details and spare-material storage location for future repairs.
Keep the manufacturer’s product warranty distinct from the contractor’s workmanship promise. Ask who receives a claim, what supporting records are needed, what exclusions apply and whether registration or transfer steps are required. Frequently asked planning questions
Should we replace every building at once?
Not automatically. Compare condition, funding and practical mobilization effects. A phased plan needs complete weather protection at the stopping points, a clear future scope and a method for monitoring buildings awaiting work. Ask bidders to price defined phases so savings or premiums are visible rather than assumed.
Can we choose the color after signing?
Only if the contract deliberately allows it and describes any price, availability or schedule consequences. A physical sample and a documented approval reduce ambiguity. Check historic or association restrictions before making the selection final.
Does a long siding warranty cover leaks?
Read the actual product and workmanship documents. Product defects, installation details, adjoining trades and building movement can be treated differently. Ask for a written explanation of which agreement addresses the specific concern rather than relying on the largest number in a brochure.

Send the location, property type, building and unit counts, photographs, known problems and the decision timeline. Include an existing inspection or scope if available.
